Roseburg Police cited a man for a reported harassment incident on Sunday.

An RPD report said at 4:25 a.m. officers contacted a victim after he said the 27-year-old had thrown a lighter at him. The victim showed officers a video of the incident, which confirmed his series of events.  The suspect refused to speak to officers when questioned and was cited accordingly.
