Roseburg Police cited a transient following a littering incident on Monday.

An RPD report said at about 10:50 a.m. an officer was traveling near the suspect’s camp below the frisbee golf course, just off Northwest Stewart Park Drive, when he saw two dogs running around without a leash.

The transient has been cited for dog leash law violations numerous times in the past. His camp was allegedly sprawling with trash and appeared to contain about 10 cubic yards of trash and debris. The 25-year old was able to corral one of his dogs, but the other one ran off and did not return.

The transient was given trash bags and instructed to clean up what the report called “a horrid mess’, as well as to keep his dogs on leashes.

He was cited for depositing trash within 100 yards of a waterway and for a dog leash violation. The transient was released on the scene.
