Roseburg Police cited a woman for a littering incident on Monday.
An RPD report said at 3:20 p.m. the 42-year-old was located under the south side of the bridge in the 200 block of Southeast Fowler Street where she had built a wall out of wood to block off the entire west side under the bridge. The woman was asleep on a mattress surrounded by trash, wood scraps, bike parts and her possessions which covered an area of about 12 feet by 25 feet.
An officer estimated that there were about four truckloads of debris under the bridge, which is a challenging area to clean. This area was just cleaned a couple of weeks ago by officers and a work crew. The camp was larger than the allowed 10 feet by 10 feet area dictated by the time, place, and manner ordinance. It was about 15 feet from the water’s edge of Deer Creek which is a violation of the “place” portion of the ordinance. The camp was not taken down by 8:00 a.m. which was a violation of the “time” portion of the ordinance.
The woman was cited for depositing trash within 100 yards of a waterway and for prohibited camping. She was released after the citations were issued.
