Roseburg Police cited three people for prohibited camping early on Thursday.

An RPD report said at 5:40 a.m. the group, ranging in age from 59 to 75 were found camping at Stewart Park in the 2000 block of Northwest Stewart Park Drive. This was a violation of the city’s camping ordinance. They were released after the citations were issued.
