Roseburg Police jailed a man for an alleged assault incident early Monday.
An RPD report said at 1:00 a.m. officers responded to the downtown parking garage in the 500 block of Southeast Rose Street. A caller said a man was chasing two people and assaulting one person with a stick. Officers learned a victim was walking by the older Rite Aid when 55-year-old Arturo Meza cursed at him and chased him with a stick that had a pointed tip.
The victim ran towards the parking garage, where Meza reportedly began chasing a second victim. Meza caught up with the second victim and allegedly hit him in the stomach twice and in the back once with the stick, before the victim was able to run away. This victim had a five-inch-long welt under his bellybutton. He was transported to CHI Mercy Medical Center for his injuries. Meza was described as irrational and confrontational during the event.
Meza was charged with fourth-degree assault, unlawful use of a weapon, second-degree disorderly conduct and for a parole violation. He was detained without bail.
