A fugitive was jailed and cited for offensive littering, after being contacted by Roseburg Police on Monday.

An RPD report said at 11:45 a.m. the 30-year old was at his camp in the 800 block of Northwest Highland, which had garbage and trash strewn about. It was determined there was a felony warrant for his arrest and he was taken into custody.
