In a Monday meeting, the Roseburg City Council tabled a motion to keep the city’s Flock Safety camera usage as is.
A lengthy council discussion on the city’s use of Flock cameras included tabling a motion to continue using them as it has been to the city council’s next meeting.
The motion’s tabling followed an informational discussion between the council and Roseburg Police Chief Gary Klopfenstein. In it, he answered questions posed by council on Flock, such as where data is stored and how it is eventually deleted.
This follows another informational discussion held at the last Roseburg city council meeting, where Klopfenstein gave a presentation on how they operate and how the Roseburg Police Department uses them. Currently, Roseburg is in a $75,000 two-year contract with Flock, for 15 cameras across the city.
Among the questions raised by council were inquiries regarding how probable cause works in the event of Flock alerting officers. Klopfenstein said a Flock alert alone does not count as probable cause, with police needing to further run a plate themselves.
Klopfenstein was also asked whether backup copies of Flock camera images are subject to typical policy of deletion within 30 days. Klopfenstein said he did not know.
Following audience participation, Councilor Shelley Briggs-Loosely made the motion to keep Flock camera usage as it currently is, sparking debate between council. Others who supported Flock usage included councilor Andrea Zielinski, who said Flock cameras are an asset to law enforcement.
Councilor Zackary Weiss said he feels the council should take concerns around Flock cameras into account, saying it goes beyond a black-and-white debate on privacy and public safety. Weiss then raised his own motion, passing 5–2, to table the discussion to the council’s next meeting, allowing councilors to further educate themselves on Flock before coming to a decision.
