Roseburg Police jailed a man following a lengthy stand-off in the Hucrest neighborhood on Thursday.
RPD Public Information Officer Sergeant Daniel Allen said about mid-morning, officers responded to a domestic disturbance in the 1200 block of Northwest Keasey Street. Allen said officers contacted William McCullough at the door and entered the residence to secure a female victim who was seeking the assistance of law enforcement. McCullough retreated to his bedroom and armed himself with a firearm, at which point officers grabbed the victim and exited to safety. McCullough then refused to exit the residence.
Allen said Northwest Keasey Street was blocked off for several hours while negotiations were conducted by the Roseburg Police and Douglas County Sheriff’s Office Crisis Negotiation Teams, ultimately leading to the arrest of McCullough at around 2:30 p.m.
Allen said during this incident, several local businesses were advised to go into lockdown, and surrounding residents were advised to shelter in place. McCullough was arrested and lodged at Douglas County Jail on charges of domestic menacing, domestic strangulation, and menacing. He was detained without bail.
Allen said several deputies with the Douglas County Sheriff’s Office, an Oregon State Police Trooper, Roseburg Fire and Umpqua Valley Ambulance assisted Roseburg officers. No lethal or non-lethal weapons were discharged, and no one was injured. There are no ongoing safety concerns for the public and Keasey Street was reopened.
