CITY COUNCIL TO CONSIDER BID AWARDS, CONTRACT RATIFICATION

June 22, 2026 3:40 a.,m.

The Roseburg City Council will consider two project bid awards and the ratification of a labor contract as part of its meeting Monday night.

The city received bids for the Pavement Management 2026 Slurry Seals project in May. Slurry seals are a preventative maintenance treatment used to prolong the life of a paved surface. A number of streets are scheduled to receive the treatment this summer. The Public Works Commission has recommended that the council award the project to the lowest responsible bidder Pave Northwest for just over $212,000.

Councilors will also vote on awarding a bid for the Southeast Stephens Street Pavement and Curg Ramp Improvements project. Approximately 2,200 lineal feet of the street will have grinding and repaving work from the south city limits to Southeast Brockway Avenue. The lowest bid for the work is from Knife River Materials for just over $733,000.

The council will vote on approving a tentative three-year collective bargaining agreement between the city and the International Association of Firefighters Local 1110. It includes a 3 percent pay increase each year.

Councilors will also vote on accepting a grant offer from the Federal Aviation Administration for just over $491,000. That covers 95 percent of the costs for the environmental review and design of the Airport Runway and South Apron Rehabilitation project.

Mayor Larry Rich will proclaim July as Parks and Recreation Month.

Other items are on the agenda. The meeting begins at 7:00 p.m. in the council chambers on Southeast Douglas Avenue. It can be seen on the city’s Facebook page or viewed later at: https://roseburgor.gov/
