On Monday the City of Roseburg Homeless Commission recommended that the city council adopt a proposed resolution regarding an emergency center and navigation center.

That resolution would award the operator contract to the United Community Action Network and exempt the contract from competition in the public contracting process. The plan now goes to the council and is slated to be voted on in a meeting in March.

The City has hired an architect to evaluate the building for conversion to its new use. It is located at 948 Southeast Mill Street.
