Roseburg Police cited two people for a criminal count of prohibited camping and littering in or near waters early Monday.

An RPD report said at 3:10 a.m. the 57-year-old man and 36-year-old woman were contacted at Riverside Park in the 500 block of Southeast Spruce Street where they were sleeping in a tent beside the river. Both had been convicted two times previously. The pair had items scattered over a large area beside the river.
