State Senator David Brock Smith has been named by the Council of State Governments as a member of the 2026 CSG Henry Toll Fellowship Class. The Toll Fellows Program targets outstanding rising state government officials who have demonstrated exceptional promise and a commitment to collaborative leadership and public service.
A release said the Henry Toll Fellowship is considered one of the nation’s premier leadership development programs for state officials. This year’s class will bring together 48 leading public servants from 32 states and U.S. territories representing all three branches of state government. Since its founding in 1986, more than 1,400 alumni have completed the fellowship, including governors, chief justices, legislative leaders, and attorneys general.
Brock Smith said, “The Council of State Governments continues to lead in developing collaborative, bipartisan solutions to the challenges facing our states”. Brock Smith said, “I am grateful for this opportunity to join fellow public servants from across our nation in advancing leadership excellence, strengthening relationships, and bringing home new tools to better serve Oregonians”.
