The Roseburg City Council will go over a homelessness response activity report during a Work Study session at 6:00 p.m. Monday.

City staff have put together information on how much staff time and the estimated value of city resources went into dealing with homelessness-related issues in the month of May. Excluding the fire department, staff documented over 947 hours of activity related to homelessness with an estimated opportunity cost of just over $66,000.

In addition to the staff time documented during May, the city continues to devote significant resources to homeless camp cleanups. In the last not quite five years, the city cleaned up 5,704 homeless camps. This averages approximately 3.1 camps per day, 22.0 camps per week, 96.5 camps per month and `1,149 camps per year.

Councilors will decide whether to receive the report for information, request additional analysis, or direct staff regarding future tracking and reporting of homeless-response-related staff time and costs.

In the regular meeting at 7:00 p.m. councilors will consider whether to continue with a Community Development Block Grant application process partnering with Douglas County and Neighborworks Umpqua, involving Oregon’s Regional Housing Rehabilitation Program. This process began in June 2025.
