Detectives with the Douglas Interagency Narcotics Team have concluded a months-long investigation into the distribution of methamphetamine in Douglas County, resulting in the arrest of three men and the seizure of drugs, firearms and cash.

DINT Commander Lieutenant Nick Hansen said the investigation began in early 2026 as detectives received information regarding suspected methamphetamine distribution by 57-year-old James Dean Stepp of the Roseburg area. Hansen said through the course of the investigation, detectives developed evidence indicating that Stepp was distributing methamphetamine throughout the county.

On July 2nd, DINT detectives executed a search warrant at Stepp’s residence in the 300 block of Kermanshah Street in the Green District. Detectives arrested Stepp without incident.

Hansen said during the search, detectives seized methamphetamine, a large amount of U.S. currency, evidence consistent with the distribution of methamphetamine and multiple firearms.

James Stepp was arrested on five counts each of unlawful manufacture, delivery and possession of methamphetamine and six counts of being a felon in possession of a firearm.

DINT detectives also arrested 29-year-old Jesse Dean Stepp on charges of unlawful delivery and possession of methamphetamine. 57-year-old Brandon Michael Mohr was charged with unlawful possession of methamphetamine and for a warrant. All there were detained without bail.

Hansen said the Douglas Interagency Narcotics Team remains committed to investigating and disrupting the distribution of illegal narcotics throughout Douglas County.
