ROSEBURG POLICE JAIL MAN AFTER STOLEN VEHICLE CRASHES

Roseburg Police jailed a man after the stolen vehicle he was driving crashed on Thursday night.

An RPD report said at 7:00 p.m. a victim called in to say his vehicle had been stolen from outside a business on West Harvard Avenue within the past twenty minutes. While checking the area, dispatch informed officers that there had been a two-vehicle wreck at the intersection of Northwest Garden Valley Boulevard and Northwest Troost Street.

Upon arriving at the crash scene, officers contacted 45-year-old Richard St. Clair of Camas Valley after he had fled the scene but was followed by a witness. Upon further investigation, it was determined that St. Clair drove the stolen vehicle eastbound on Northwest Garden Valley and then struck a pickup so hard that that the driver could not get out of his vehicle.

St, Clair showed signs of impairment and agreed to perform standard field sobriety tests, which he allegedly performed poorly. A search warrant was authored and granted. A blood sample was obtained at CHI Mercy Medical Center. Both vehicles were inoperable and had to be towed from the scene.

St. Clair was charged with unauthorized use of a motor vehicle, reckless driving, recklessly endangering another person, driving under the influence of intoxicants, and failure to perform the duties of a driver with property damage. He was cited for driving while suspended, driving uninsured and failure to install an ignition interlock device. St. Clair was detained without bail.
