The Douglas County Sheriff’s Office has made a third arrest as it continues its investigation into reported injuries to students in the Developmental Learning Center at Fremont Middle School in Roseburg.
Undersheriff Brad O’Dell said during the course of the ongoing investigation, deputies reviewed additional evidence and conducted more interviews. O’Dell said that through that process, investigators developed information indicating that a teacher, 35-year-old Nathan Terrance Williams of Roseburg, initiated unwanted and offensive physical contact with several students in the Developmental Learning Center program, between January 28th and February 6th.
O’Dell said on Wednesday, deputies contacted Williams regarding the investigation. He was ultimately taken into custody and transported to the Douglas County Jail. Williams was charged with six counts each of official misconduct in the first degree, and harassment. He was detained without bail.
O’Dell said DCSO has worked closely with school district administrators since the initial report, and the district has been cooperative and responsive throughout the investigation. That partnership remains ongoing as both entities continue to prioritize student safety and the well-being of those impacted by the investigation.

Two other staff members, instructional assistants at the Developmental Learning Center at Fremont were arrested on February 12th. Brian Marsters and Erich Hoque were initially charged with fourth-degree assault and official misconduct in the first degree. Each was conditionally released from the Douglas County Jail on February 13th
