Wednesday night, the Roseburg City Council selected Annette Spickard as the next city manager.

Currently the city manager of Sedona, Arizona, Spickard will begin her service in Roseburg on November 30th.

The city’s recruitment effort through GMP Consultants included a nationwide candidate search which resulted in 42 total applications. The council reviewed application materials for 13 semi-finalists and selected six candidates to participate in a two-day interview process in Roseburg in September.

A city release said Spickard brings more than 20 years of experience in local government leadership across Oregon, Idaho and Arizona. That has included roles in municipal management, community development, public works and public finance. In Sedona, Arizona, Spickard currently oversees a $100 million budget, with more than 200 employees and major initiatives involving tourism, housing, wildfire resilience, transit, infrastructure and public safety.

Spickard previously served as city manager in McCall, Idaho and held senior leadership positions in Springfield and Lane County, Oregon, in both elected and appointed capacities.

Spickard said she is eager to begin her work in Roseburg. Spickard said, “I am honored to serve this community and to support the dedicated employees and partners who help make Roseburg stronger every day”. Spickard said, “I look forward to building on the city’s momentum and working together to maintain Roseburg’s hometown feel while addressing critical issues facing the city”.

Police Chief Gary Klopfenstein will continue as city manager pro-tem until Spickard takes over. He has been in that role since City Manager Nikki Messenger retired at the
