CITY COUNCIL TO REVIEW MANAGER FINALIST PROCESS

July 13, 2026 3:40 a.m.

The Roseburg City Council will review the city manager finalist process as part of its meeting Monday night.

The Council will hold an executive session at 6:00 p.m. to look at where things are at in finding a replacement for former City Manager Nikki Messenger, who retired at the end of June. GMP Consultants will present the finalists for the position. During the regular meeting beginning at 7:00 p.m. the council will vote on whether to direct staff to proceed with interviews with the finalists that have been presented or continue seeking additional candidates through the consultants.

Councilors will vote on a resolution updating the city’s tent camping rules. This follows a review of the rules by the Homeless Commission who solicited operator input and proposed a number of amendments. Later in the meeting, the council will discuss the possibility of turning two city-owned parking lots on Southeast Stephens Street into urban camping areas.

The council will consider whether to grant preliminary approval to the Umpqua Valley Tennis Center’s Hoffman Center renovation proposal. The non-profit organization would like to proceed with fundraising and planning for renovation as soon as possible. The building was constructed in 1978 and was vacated more than ten years ago when the new indoor tennis facility was completed.

Other items are on the agenda. The meeting will be held in the council chambers on Southeast Douglas Avenue. It can be seen on the city’s Facebook page or viewed later at: https://roseburgor.gov/
