A release said Upward Bound is a comprehensive outreach program that provides a multitude of academic resources to low-income students with GPAs above 2.5, who are the first in their families to potentially attend college. Schools participating in the program include: Roseburg, Douglas and South Umpqua High Schools and Days Creek Charter School.

Participating students receive one-on-one academic tutoring, career and course assistance, college entrance exam preparation, financial aid planning and instruction in core curriculum. The program also provides exposure to academic programs and cultural events, career exploration activities, paid work-study and job shadowing.
