A transient was cited for allegedly littering near a waterway by Roseburg Police on Wednesday.

An RPD report said at 4:30 p.m. the 67-year old woman was contacted where she was parked at the sound end of the Duck Pond along the 1,000 block of Northwest Garden Valley Boulevard. Her pickup was parked in the “no parking” area. It was attached to a large travel trailer, which is much too large for her vehicle.

The report said there was a very large amount of trash surrounding the suspect’s vehicles. The woman also had 4 large dogs living in the cab of the pickup with her. When the officer exited their patrol vehicle, they were struck by a horrendous odor of feces and urine. The officer saw over 20 piles of dog feces surrounding the pickup, as well as out in the parking lot.

The vehicles were parked about 50 feet from the water’s edge of the duck pound. The transient was issued a parking citation as well as for a citation for the littering. The officer also reached out to the United Community Action Network to see if they could assist the woman by offering resources.
