A fugitive was arrested and allegedly threw meth out of a police car on the way to jail, on Wednesday.

A Roseburg Police report said just after 3:30 p.m. 23-year old Tessa Smithey was contacted at a business in the 2500 block of Diamond Lake Boulevard, due to warrants. While in the police car, she reportedly physically removed her handcuffs, and reached into her bra, grabbing a bindle of meth and tossing it out the window.
