Roseburg Police cited two people for offensive littering on Thursday.

An RPD report said at 9:30 a.m.an officer contacted the man and woman, both transients, in the parking lot of Fir Grove park, where they have been camped. Oil has been leaking from a generator, onto the concrete parking lot. Kitty litter has been covering the ground to catch it.

The report said there was at least one 20-pound bag of kitty litter spread under their truck to catch all the leaking oil. The pair also appear to have been dumping their dishwater and cooking waste just outside the door of their trailer. The spilled substance is now solidifying into some sort of waxy substance flowing all the way from their trailer to the storm drain. The report said there was also a large amount of trash taking up an entire parking stall.

Both were released after the citation was issued.
