KICKER DETAILS SET – 17 PERCENT OF 2020 TAXES TO BE RETURNED

Staff with the Oregon Office of Economic Analysis have confirmed details of the return of kicker funds to taxpayers through a credit on their 2021 state personal income tax returns filed in 2022.

A release from the Oregon Department of Revenue said earlier this month a nearly $1.9 billion tax surplus was confirmed, triggering a tax surplus credit, better known as the “kicker”. The credit on next year’s returns is instead of sending a kicker check.

ODR said to calculate their credit, taxpayers should multiply their 2020 tax liability before any credits, which is line 22 on the 2020 Form OR-40, by 17.341 percent. This percentage has been determined and certified by OEA. Taxpayers who claim a credit for tax paid to another state would need to subtract the credit amount from their liability before calculating the credit.

Taxpayers can also use the What’s My Kicker” calculator on Revenue’s website. To calculate a kicker, taxpayers can enter their name, social security number, and filing status for 2020 and 2021.

Those without a filing obligation for 2021, must still file a 2021 return to claim their credit. Detailed information will be on the 2021 Oregon personal income tax return instructions.

ODR said the state may use all or part of a taxpayer’s kicker to pay any state debt they owe, such as due tax for other years, child support, court fines or school loans.
