Roseburg Police cited a couple for second-degree child neglect on Thursday.

An RPD report said at about 6:00 p.m. the couple, ages 35 and 32, were contacted in the 500 block of Northeast Cummins after allegedly failing to supervise a juvenile daughter, allowing her to exit the home and wander undetected for nearly 20 minutes. The report said the couple also allegedly failed to maintain livable conditions inside the residence to such an unsanitary degree, that the conditions endangered the health and welfare of their two daughters.

Child welfare officials were contacted and an ongoing assessment was established for the continued safety of the juveniles. The couple were released after being cited.
