Roseburg Police cited a man for second-degree animal neglect on Thursday.

An RPD report said the 21-year old allegedly left his pit bull in his vehicle for over an hour while he took someone to the hospital’s emergency room. The report said the internal temperature of the car was well over 108 degrees and the dog was panting heavily.

The man was released after the citation was issued.
