31 Oregon counties are entering Phase 1 reopening as of Friday.
Oregon Governor Kate Brown announced Thursday that 28 counties qualitied to be in Phase 1. Applications by Polk and Marion counties to reopen were refused due to concerns over increased hospitalizations in the Salem area, according to Oregon Public Broadcasting.
The three Portland area counties: Multnomah, Washington and Clackamas, have not yet applied to reopen.
