Four people were cited for offensive littering and prohibited camping by Roseburg Police early Wednesday.
The RPD report said at about 12:30 a.m. the group, ranging in age from 38 to 69, was observed during a security check at Riverside Park, on Southeast Spruce. The report said the group was asleep with trash strewn everywhere. One person was also cited with second degree criminal trespass for violating the RPD Exclusion Zone.
