Two people were cited related to offensive littering, by Roseburg Police on Monday.
A Roseburg Police report said at about 11:45 a.m. a 38-year old woman and a 66-year old man were found in a makeshift shelter surrounded by piles of trash, under the Stewart Parkway Bridge.
They were cited for depositing trash within 100 yards of waters and for prohibited camping, and then were released.
