2 transients were cited for prohibited camping in downtown Roseburg on Wednesday morning.
A report from the Roseburg Police said at 8:30 a.m. the man and woman, both age 31, were located sleeping inside a sleeping bag on top of a makeshift bed, on the steps of the Dream Center on Southeast Lane. They were released after being cited.
