Roseburg Police cited a woman for second-degree theft on Monday afternoon.

An RPD report said at 2:30 p.m. the 38-year-old was contacted on the sidewalk near a business at the intersection of Northwest Stewart Parkway and Northwest Renann Street. The woman had a tarp tied to a Walmart shopping cart to make a small shelter. The shopping cart also contained her possessions. The woman has been cited before for possessing shopping carts from the business.

She was released after the citation was issued. The shopping cart was returned to Walmart.
