COUNCIL TO MAKE FINAL DECISION ON PROPERTY PURCHASE FOR POTENTIAL URBAN CAMPGROUND

September 22, 2025 4:10 a.m.

The Roseburg City Council will consider making a final decision on purchasing property in the southeast end of the city to use as a potential urban campground, as part of its meeting Monday night.

The site under review is at 1899 Southeast Stephens Street and is the former location of Reddaway Trucking. The just over 2.5-acre property includes a terminal building that is over 4,000 square feet, along with a raised dock that is approximately 2,000 square feet. There is also an office building which is just over 1,000 square feet.

The site sits below the grade of Southeast Stephens and is served by a one-way frontage road to the west. The site also has access to Southeast Main Street to the east. It is bordered by Parrott Creek to the north with the Parrott House restaurant on the other side. An appraiser has determined the value of the property to be $695,000.

City staff have created two preliminary layouts for the property showing the potential to accommodate between 79 and 86 tent sites. Fencing the entire site is expected to cost approximately $50,000.

The city already executed a preliminary purchase agreement for the property back on July 25th and has been in a due diligence period. Councilors can direct staff to acquire the property, cancel the purchase agreement or request more information.

A vote will be held near the end of the regular meeting which begins at 7:00 p.m. Other items are on the agenda as well. An Executive Session will start at 6:00 p.m.

The meeting will be held in the council chambers on Southeast Douglas Avenue. It can be seen on the city’s Facebook page or viewed later at www.cityofroseburg.org
