Roseburg Police cited a man for reported animal neglect on Sunday afternoon.

An RPD report said at 4:00 p.m. officers received numerous calls from people regarding a man not providing his dog with water in the 3000 block of Northeast Diamond Lake Boulevard. Officers contacted the 45-year-old and determined that the animal was visibly distressed, while tethered to a suitcase.

The dog frantically lifted its paws from the pavement, due to the heat. When asked about caring for his dog, the man claimed he thought it best to give the animal chicken noodle soup, rather than water. The dog was seized and taken to Saving Grace Pet Adoption Center.

The man was cited for second-degree animal neglect and released on the scene.
