Roseburg Police cited a man for public urination on Tuesday.

An RPD report said at approximately 9:10 a.m. officers contacted the 69-year-old after they observed him urinating on the side of city hall in the 900 block of Southeast Douglas Avenue. The man refused to talk with officers. He was released after the citation was issued.
