Roseburg Police cited two people for prohibited burning on Sunday afternoon.
An RPD report said at 4:00 p.m. a 41-year-old man and a 30-year-old man were contacted after the owner of a nearby business complained of a fire and an abundance of smoke under the bridge in the 200 block of Southeast Jackson Street. Fire personnel responded and saw the two men both burning piles of rubbish under the bridge.
The pair also had a camp set up under the bridge, which violated the time, place and manner portion of the prohibited camping ordinance. The older man was also issued his second city exclusion zone notice.
Both were released after the citations were issued.
