The Roseburg City Council will conduct an evaluation of City Manager Nikki Messenger at its meeting Monday night.
That evaluation will be during an Executive Session, which is not open to the public. Public input regarding the city manager will be taken prior to the council adjourning into the Executive Session.
At the October 14th meeting, Council President David Mohr asked for the council to consider the termination of Messenger at its next meeting. The council voted 4-3 in favor of putting the matter on the agenda. Councilors Tom Michalek, Ellen Porter, and Ruth Smith, along with Mohr voted in favor of the question. Councilors Andrea Zielinski, Shelly Briggs-Loosely and Kylee Rummel voted against the idea. Councilor Patrice Sipos did not attend that meeting.
No reason for the possible termination was mentioned and the matter was not discussed further. Messenger became interim city manager in April 2019, and officially took over the role that fall. She led the Public Works Department for 11 years, prior to the move.
The council will also have a public hearing to consider annexing a just over 5-acre parcel of land in the 200 block of Northeast General Avenue, just north of Northeast Edenbower Boulevard. Accompanied is a proposed zone change from county-zoned Medium Industrial to City-zoned Mixed-Use. If approved, the property will need to be withdrawn from the Central Douglas Fire & Rescue Authority service area. The property owner has requested the annexation. The Planning Commission has recommended the proposed annexation and zone change as has city staff.
