Roseburg Police jailed a man Wednesday for an alleged prior strangulation incident.

An RPD report said on July 12th 45-year-old Matthew Shields and a woman known to him were allegedly involved in a physical altercation in the roadway on Southeast Eastwood Street. Shields reportedly strangled the victim to the point that she almost passed out.

Several witnesses intervened and the victim was able to distance herself while Shields fled the scene. Officers contacted the man Wednesday just after 8:30 a.m. in the 2200 block of Northeast Diamond Lake Boulevard. Shields was charged with strangulation, menacing, harassment and second-degree disorderly conduct. He was detained without bail.
