Roseburg Police cited a man for a littering incident on Monday.

An RPD report said at 1:00 p.m. the 53-year-old was bedded down on what appeared to be a pile of trash near where Newton Creek travels under Stewart Parkway near the intersection of Northwest Garden Valley Boulevard and Northwest Edenbower Boulevard.

There were numerous trash bags, food scraps, food packaging, and a large amount of garbage covering an area of about 15 feet by 15 feet. The man stated that all the debris was his and just “laid it all down to air it out”.  His camp was outside the “place” portion of the ordinance because it was only about ten feet from the bank of Newton Creek. He was also outside the “time” portion of the ordinance because he had his camp out after 8:00 a.m.

He was cited and released for depositing trash within 100 yards of a waterway and for prohibited camping. The man was issued trash bags to clean up his mess.
