Roseburg Police cited a man for child neglect in the second-degree Sunday afternoon.

An RPD report said just before 5:30 p.m. officers responded to the 2200 block of Northeast Vine Street after a caller said a 3-year-old in a t-shirt and a diaper was running unsupervised in the middle of the street.

Officers located the child and searched the area for his residence. After an investigation, his home was located nearby. The child’s father, a 24-year-old, was found to be intoxicated and sleeping in the residence with the front door open.

The man was released after a citation was issued.
