Roseburg Police cited a transient for offensive littering and prohibited camping on Thursday.

An RPD report said at 10:00 a.m. officers contacted the 54-year old man at his camp at the old railroad trellis between Northeast Rowe Avenue and Northeast Diamond Lake Boulevard. The man reportedly had his camp set up and trash was covering the entire walking path making it inaccessible to pedestrians. He was released after the citation was issued.
