The State of the City address will highlight the Roseburg City Council meeting Monday night.
Mayor Larry Rich had been scheduled to give the annual presentation at the last council meeting, but it was rescheduled after Rich had a heart attack just prior to the end of the year.
The council is scheduled to appoint a new member to the Homeless Commission. The seat is designated to be filled by a director or designated representative of Aviva Health. CEO KC Bolton has told staff his Vice-President of Information Technology and Knowledge Management, Ken Averett has agreed to serve on the commission. Averett is a former city councilor.
Councilors will vote on several department items. That will include a potential contract for an urban campground off of Northeast Diamond Lake Boulevard on property being leased by the Roseburg Dream Center. The council will also vote on a motion to cancel the purchase agreement for property on Northeast Winchester Avenue. That site had been considered for an urban campground but was met with a large amount of opposition from the public.

Mayor Larry Rich and City Manager Nikki Messenger are scheduled to talk about the State of the City on Inside Douglas County Tuesday at 12:30 p.m. on News Radio 93-9 FM and 1240 KQEN.
