Roseburg Police charged a man for being where children congregate, on Sunday morning.

An RPD report said at 8:00 a.m. the 39-year old’s probation officer contacted officers and said the man’s GPS monitoring device indicated that he had been at Gaddis Park in the 800 block of Northwest Highland Street, last Wednesday. The suspect was already in jail for an unrelated matter. The man is a Level 3 sex offender and cannot be where children congregate. An investigation of the incident determined there was probable cause to arrest the man for the new crime. He remained detained without bail.
