On Wednesday, Roseburg Police cited a man for prohibited camping at his fully set up camp in the 400 block of Northeast Stephens Street, which was out of compliance with the time, place and manner ordinance.

The RPD report said the 34-year old said he was aware of the ordinance but had his camp set up to change clothes. At 4:00 p.m. the man was released after the citation was issued.
