Roseburg Police jailed a man and charged him with depositing trash within one hundred yards of a waterway on Thursday.

An RPD report said at 11:30 a.m. officers came across a roadblock of trash between the ball fields and the South Umpqua River at Gaddis Park in the 800 block of Northwest Highland Street.

The trash pile, which carried up a hill about thirty feet, led to a person sleeping on a tarp. The area resembled a landfill more than a camp and appeared to contain at least two truckloads of trash. The 61-year old man at the site said that someone had gone through his camp overnight and thrown things everywhere. Officers have educated the man multiple times regarding the new time, place and manner ordinance. The last time he was provided with the ordinance, he allegedly wadded it up and threw it on the ground.

Along with being jailed, the man was cited for a prohibited camping violation.
