Roseburg Police cited a man for littering near a waterway early Thursday.

An RPD report said at 4:20 a.m. the 48-year old was contacted at a camp along the South Umpqua River near the 300 block of Southeast Oak Avenue. The camp contained refuse.

The man was released after the citation was issued.
