Roseburg Police cited two people for littering near waters early Wednesday morning.

An RPD report said at 3:30 a.m. the 29-year old woman and 38-year old man were contacted at a camp near the intersection of Northeast Stephens Street and Northeast Diamond Lake Boulevard. Both were cited and released.
