Roseburg Police jailed a man for a felony count of strangulation, harassment, and third-degree theft on Tuesday morning.

An RPD report said at 8:00 a.m. officers contacted 60-year-old Charles Dyer at Micelli Park in the 1400 block of Southeast Micelli Street, knowing probable cause existed for his arrest regarding an ongoing RPD investigation. Dyer was taken into custody without incident and was detained without bail.
