The City of Roseburg has issued a notification to the public of a “notice error” involving an executive session held as part of the city manager recruitment process.

A city release said, on Tuesday, August 4th, the city held a publicly noticed meet-and-greet that gave community members an opportunity to hear from candidates for the city manager position. On Wednesday, August 5th, and Thursday, August 6th, the Roseburg City Council and two interview panels conducted candidate interviews.

After the interviews concluded on August 6th, the council met in executive session to discuss matters related to the city manager recruitment. Although public notice had been provided for the August 4th meet-and-greet, the August 6th executive session was not included in that notice.

The release said the city acknowledged that the executive session should have been publicly noticed and is disclosing the error in the interest of transparency. The notice deficiency does not, by itself, invalidate the meeting or actions taken by the council.

City Recorder Amy Nytes, said, “The city takes its responsibilities under Oregon Public Meetings law seriously.” Nytes said, “We believe it is important to acknowledge this error publicly and take appropriate steps to prevent it from happening again.”

The city said it is reviewing its meeting notice procedures to help ensure that executive sessions associated with future recruitment activities are properly noticed.
