A Roseburg man drowned in the North Umpqua River on Tuesday afternoon.

A Douglas County Sheriff’s Office report said shortly after 3:30 p.m. 911 dispatchers received multiple calls regarding a person who had gone underwater in the North Umpqua River at Whistlers Bend Park and had not resurfaced.

Undersheriff Brad O’Dell said deputies along with emergency crews from multiple agencies responded to the scene. O’Dell said initially responders had limited information regarding the missing individual but immediately began searching the area.

During the search, responders located individuals downstream who had found the victim and were performing CPR on a rock in the river. Despite lifesaving efforts, the victim was pronounced deceased at the scene.

He was identified as 44-year-old Jeffrey Andrew Kulluson. His next of kin was notified.

The Douglas County Sheriff’s Office Medical Examiner’s Office is investigating the death. At this time, there is no indication of suspicious circumstances.

O’Dell said DCSO extends its condolences to Mr. Kulluson’s family and friends during this difficult time.

Agencies assisting with the incident also included Douglas County Search and Rescue, Oregon State Police, Central Douglas Fire & Rescue, Umpqua Valley Ambulance, Glide Rural Fire Protection District and Adapt Mobile Crisis Team.

This was the fifth drowning in Douglas County since mid-June. DCSO encourages everyone recreating on local waterways to use caution, wear properly fitted U.S. Coast Guard approved lifejackets, and be aware of changing water conditions, currents and cold-water temperatures.
