WINSTON POLICE ARREST TWO IN KARLY’S LAW CHILD ABUSE CASE

On Monday, the Winston Police Department began investigating a Karly’s Law child abuse case and later arrested two local residents,

A WPD release said officers worked with the Department of Human Services and through the investigation, identified 33-year-old Ashley Alexander and 25-year-old Peter Homan as suspects.

On Tuesday, both were taken into custody without incident. They were charged with two counts each of first-degree criminal mistreatment and third-degree assault, and for a probation violation. Alexander and Homan were detained without bail.

The release said the juveniles are safe, and the investigation is ongoing in coordination with DHS.

According to the Oregon Department of Justice, Karly’s law is a state law that has been in effect since 2008. It mandates that children that exhibit suspicious physical injuries in the course of a child abuse investigation must receive medical attention within 48 hours. It imposes specific requirements on law enforcement, DHS employees, and designated medical providers who have received specialized training to assess injuries that may have been caused by child abuse.
