March 26, 2026 9:20 a.m.

Roseburg Police jailed a man on the charges of resisting arrest and prohibited camping on Wednesday morning.

An RPD report said just before 8:40 a.m. officers found the 36-year-old sitting under a balcony on the west side of city hall in the 900 block of Southeast Douglas Avene. The man had a blanket over him. The area where he was located is in a restricted area in accordance with the city’s camping ordinance. The suspect had three previous convictions for prohibited camping and had been told before that he was not allowed to stay under the balcony at city hall.

When the man was told that he was under arrest, he reportedly resisted officers by stiffening up his arms and pulling away from officers while they were trying to place him into handcuffs. The suspect was taken to the ground to gain better control, but he allegedly continued to resist. The man was eventually placed into handcuffs.

Bail was set at $5,000.
